Review of Local Emergency Declaration - COVID-19

Staff Recommendation:

Staff recommends that the City Council continue the declaration of local emergency and reconsider its continuance at a future meeting within a timeframe not to exceed 60 days.

BACKGROUND:

On March 24, 2020, the City Council adopted Resolution 2020-56 ratifying the proclamation of a Local Emergency by the Director of Emergency Services and proclaiming the continued existence of a local emergency based upon the outbreak of the coronavirus.

 

California State law requires at Government Code section 8630 that the City Council must review the need to continue the local emergency at least once every 60 days until the City Council opts to terminate the local emergency.  The law also requires the City Council to proclaim the termination of a local emergency at the earliest possible date that conditions warrant.  The City Council last considered and continued the local emergency on May 11, 2021.

 

Proclaiming and maintaining the declaration of local emergency has allowed the City of Rocklin to align with state emergency management and to leverage local, state, and federal resources to contain the spread of COVID-19, reduce the impact on hospital systems and protect the most vulnerable. Specifically, maintaining the declaration will ensure that the City of Rocklin is eligible for Federal Emergency Management Agency reimbursement, and any other resources that require such a declaration.

 

While the State has set a re-opening date of June 15, as of the writing of this report, very few specifics regarding what that means have been provided. In Placer County, the County continues to maintain its declaration of local emergency, as do the cities of Auburn, Lincoln, Loomis and Roseville.  Staff anticipates there will be additional guidance later this summer.
