The Gathering Inn (TGI) provides a variety of services and activities for the homeless in Rocklin and throughout Placer County. The City of Rocklin has provided annual funding to TGI over the course of many years. Initial funding was through the City’s Community Development Block Grant (CDBG) Program. However, since the amount of funding available from that source is extremely limited for services, the City has gradually transitioned TGI to other sources. Typical funding requests in Fiscal Year (FY) 2018/19 and FY 2019/20 have been for $50,000 per year, which has been budgeted and paid most recently from the City’s Low Moderate Housing Asset Fund. Expenditure of these funds is required to benefit Rocklin homeless and residents in Rocklin under the threat of homelessness.
Due to increased demand for homeless related services, TGI requested funding in the amount of $60,000 for these activities in FY 2020/21 and has requested the same amount for FY 2021/22. The funding amount was approved as part of the City’s FY 2021/22 Budget; however, City Council approval is required for all contracts that exceed $50,000.
The Gathering Inn will use the funds only to provide the services contemplated by Health and Safety Code section 34176.1. As noted in the attached proposed contract, TGI will specifically provide short term or medium-term rental assistance, housing relocation and stabilization services including, but not limited to, housing search, mediation, or outreach to property owners, credit repair, security or utility deposits, utility payments, rental assistance for a final month at a location, moving cost assistance, and case management, or other appropriate activities for homelessness prevention, remediation and rapid rehousing of persons who have become homeless.
