| | | | | | | | BACKGROUND: | On June 22, 2021, the City Council approved and adopted the 2022-2026 Capital Improvement Plan (CIP) along with the Fiscal Year (FY) 2021/22 Budget. These included the Rocklin Road and Interstate 80 Interchange Project, also known as the Rocklin Road/Sierra College Corridor Multimodal Enhancements. This project consists of improving pedestrian and multimodal facilities within the Rocklin Road/I-80 corridor to promote connectivity between Sierra College and the surrounding communities.
The first step of this project is to complete a Project Approval and Environmental Document, which must meet all applicable California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA) requirements and Laws/Regulations. A Request for Proposals (RFP) was advertised on April 16, 2021, and April 23, 2021, with the submittal date of May 21, 2021. Four proposals were received from:
- Jacobs Engineering Group, Inc. (Sacramento)
- Dokken (Folsom)
- Mark Thomas (Sacramento)
- WMH (Rancho Cordova)
City staff evaluated and ranked the proposals, and conducted interviews. The proposal by the Jacobs Engineering Group Inc. was determined to be the most advantageous for the City. Staff recommends entering into an agreement with the Jacobs Engineering Group Inc. in an amount not to exceed One Million, Eight Hundred Thousand Dollars ($1,800,000).
Significant deliverables for the project are as follows:

Preliminary Engineering, including design of up to 3 new conceptual interchange configuration alternatives. Screening of the concepts will be accomplished using input from the Project stakeholders, and operational, physical, and environmental factors.

Public Outreach, consisting of three Community Workshops and five Key Stakeholder Focus Group meeting.

Environmental Clearance, including a complete Phase I Site Assessment, CEQA Initial Study and Mitigated Negative Declaration, as well as a complete NEPA (Federal) Environmental Assessment/Finding of No Significant Impact. Expected Completion of all environmental work is January 2023.

Grant Funding Assistance, including meetings, public outreach support, drafting and finalizing the City's Local Partnership Program grant application to the California Transportation Commission, and technical review of application materials for other grants the City may pursue.
The full scope of work and project schedule are included as an exhibit to the agreement.
This project is funded 100% with South Placer Regional Transportation Authority Funds (SPRTA) (Fund 240) and is included in the FY 2021/22 Budget. This proposal is below the SPRTA authorized funding of $2,500,000.
