On June 7, 2021, staff received information regarding a sink hole opening up on Kendall Drive in the westbound travel lane in front of 1800 Kendall Drive in the City of Rocklin. Public Services personnel immediately responded to the scene and found a hole approximately two feet wide by two feet long with the depth undetermined at that time.
After further investigation it was determined that this condition was a result of a failure in the City’s storm drain pipe, allowing water run off to seep into the surrounding area. The run off eroded the area under the pipe, which was creating a cavern below ground. In addition, utility facilities run below the pipe and needed to be secured in order to replace the pipe.
The immediate concern was that further collapse would break the existing utilities and/or cause further erosion and collapse of the road. Public Services personnel determined that emergency action needed to be taken to ensure the safety of the homeowners and area traffic. Staff cordoned off the affected area, until the needed repairs could be made.
Due to the nature of the incident and the need to make the area safe, the City Manager, using her authority under Section 22050 of the California Public Contracts Code and Rocklin Municipal Code Section 3.04.50, authorized the repairs to be made on an emergency basis, and without a competitive solicitation process.
Glissman Excavating, Inc. performed the repairs and completed the work on June 17, 2021. The total cost for the repair was $19,300 (rounded).
Pursuant to Public Contracts Code section 22050, the City Council must now review the decision to initiate emergency repairs. The City Council must make a finding based on substantial evidence that the emergency would not have permitted a delay resulting from a competitive solicitation for bids, and that the action was necessary to respond to the emergency. A four-fifths vote is necessary for adoption of this item.
