Staff Report

Subject:Review of Potential Pump Track Locations

Date:July 27, 2021

Submitted By:Kevin Huntzinger, Deputy Director of Parks and Recreation

Department:Parks and Recreation

Staff Recommendation:

Provide Staff with Direction and Guidance to Support the Continued Research and Feasibility of Adding a Pump Track within Rocklin’s Park System
BACKGROUND:

At the May 25, 2021 City Council meeting, members from the Rocklin Bike Coalition presented concepts for a pump track within the future development at Whitney Park Phase II. Upon conclusion of the presentation, the City Council directed staff to provide information highlighting the pros and cons of a pump track at Twin Oaks Park, Margaret Azevedo Park, Johnson-Springview Park and Whitney Park.

Staff has reviewed each site using the following evaluation criteria:

  • Build Ready: Two acres of land available to support construction of a pump track and related amenities;
  • Visibility: To enhance pump track users' comfort and security;
  • Access to Existing Amenities: Existing amenities (restrooms, water fountains, parking) within a reasonable distance;
  • Parking: Existing adequate parking for daily pump track users and potential larger special events;
  • Funding: Funding currently available to support design and construction; and
  • Bike Access: Proximity to bike paths and bike lanes.

The attached presentation provides the findings from the pump track site evaluation at each park mentioned above.
