On June 22, 2021, the City Council approved the Fiscal Year (FY) 2021/22 Budget along with the 2022-2026 Capital Improvement Plan. Included in the plan was the “Storm Water Replacement Projects”, which replaces corrugated metal storm drain pipe (CMP) that has failed or is in jeopardy of failing, in various locations throughout the City. It becomes necessary to replace the existing CMP when it has outlived its life cycle and is deteriorating to a point that it risks or has experienced a critical failure.
Replacement occurs through the lining of existing storm drain pipes, a specialized process. Staff has identified SAK Construction, Inc., a local vendor in Rocklin, who performs this type of pipe sleeving /repair. In addition, SAK Construction, Inc. is the low bid contractor with National IPA, previously known as The Cooperative Purchasing Network, which is a Group Purchasing Organization open to Public Agencies, of which the City is a member. National IPA has already completed the formal process to identify the lowest bid contractors in various services which allows the City to utilize the National IPA competitive bidding processes, and move quickly to secure SAK Construction, Inc., services. The Rocklin Municipal Code allows this type of cooperative or "piggyback purchasing" to satisfy the competitive bid process requirements. (RMC section 3.04.090(C)(D)).
The proposed contract with SAK Construction, Inc. will install cured-in-place pipe of varying sizes totaling 1,525 linear feet (see Exhibit A of the contract for details). The contract amount of $232,500 will be funded by the SB325 Gas Tax (fund 210).
