Staff Recommendation:

A. Adopt a Resolution of the City Council of the City of Rocklin Approving the Final Map of Whitney Ranch Phase II-I Unit 63 & 69 Subdivision/(SD-2006-07) and Approving and Authorizing Execution of a Subdivision Improvement Agreement.
   

B. Adopt a Resolution of the City Council of the City of Rocklin Accepting Grant of Open Space Easement ((Hillside and Bluff Protection) Whitney Ranch Phase II-I Unit 63 & 69 Subdivision/(SD-2006-07)).

BACKGROUND:

The tentative subdivision map for Whitney Ranch Phase II Small Lot Tentative Subdivision Map (SD-2006-07) was approved by the City Council on September 23, 2008 per Resolution 2008-255. This property is a merger and re-subdivision of the designated remainder of Whitney Ranch Phase II-G & H Units 50A, 51 & 62 Subdivision, recorded in Book EE of Maps, at Page 63, and Lots E & 37 of Whitney Ranch Large Lot Subdivision, recorded in Book Z of Maps, at Page 94, and is now being subdivided into 83 residential lots and 4 lettered lots per this final map. 

 

This project is generally located north of Whitney Ranch Parkway, east of Ranch View Drive and west of Whitney Oaks Drive.

Approvals of final maps are procedural in nature and per Section 66474.1. of the Subdivision Map Act, a legislative body shall not deny approval of a final map or parcel map if it has previously approved a tentative map for the proposed subdivision and if it finds that the final or parcel map is in substantial compliance with the previously approved tentative map.

 

The map is technically correct. All fees have been paid and conditions of approval have been met. The construction of the improvements associated with this map are partially complete and the developer has guaranteed the outstanding items of work with the attached Subdivision Improvement Agreement.  The map is ready for approval.

Fiscal Impact:

Landscape Lots A, B and C, and Open Space Lot D are offered for dedication in fee to the City on the Final Map and will be maintained by the City after a Notice of Completion of the improvements and Acceptance of the Public improvements has been issued by the City Council. The landscape improvements for the three lettered landscape lots were included on the Whitney Ranch Parkway (STA: 129+00 to 163+00) Landscape Plans and associated bonds for those improvements were posted according to the requirements of the associated Infrastructure Warranty Agreement, at the time of acceptance of the street improvements. Maintenance costs for the landscape lots and Open Space lot will be funded through Community Facilities District No. 5.
