The Winding Lane Curve & Lost Avenue Intersection Improvement Project (Exhibit A) was included in the 2022-2026 Capital Improvement Plan and the Fiscal Year (FY) 2021/22 budget adopted by the City Council on June 22, 2021. This project consists of widening the roadway along the curve at Winding Lane to expand the roadway to meet current City standards; and install curb, sidewalk, and gutter at the intersection Lost Avenue and Winding Lane.
The Winding Lane Curve & Lost Avenue Intersection Improvement Project invitation for bids was advertised on June 11, 2021, and June 18, 2021, with the bid opening on June 22, 2021. Five (5) bids were received, as listed below, with Central Valley Engineering and Asphalt, Inc. submitting the lowest bid in the Amount of $312,775.

Staff has reviewed the bids for sufficiency and recommends the City Council award the contract to Central Valley Engineering and Asphalt, Inc., with the lowest bid in the amount of $312,775. The Rocklin Municipal Code section 3.04.050 authorizes a contingency amount of fifteen percent of the contract ($46,917 (rounded)) for a total authorized Project amount of $359,692 (rounded).
As part of this project, staff met with South Placer Municipal Utility District (SPMUD) who requested that the City perform the necessary work on the sewer infrastructure e.g. raising/installing manholes. The cost for this work is estimated at $13,940. The City and SPMUD are entering into a reimbursement agreement for the work. Pursuant to the agreement, SPMUD will reimburse City for the cost associated with the utility work in an amount not to exceed $22,500, to account for any additional costs identified during construction.
This project is funded through the SB325 Gas Tax Fund (210). The original budget for this project is $292,100, which is below the lowest bid amount of $312,775. This is due to the recent pricing increases that are being experienced nationwide. As a result, once the change order authority of $46,917 (rounded) and the estimated SPMUD reimbursement of $13,940 are factored in, a budget appropriation in the amount of $53,652 is necessary and may necessitate a budget amendment.
