Staff Report

Subject:

Amending the Consultant Services Agreement for the Preparation of an Environmental Impact Report for the College Park Project and the Agreement for Payment of Cost of Preparation of the Environmental Impact Report, and Approving Additional Budget Appropriations.

Date:August 24, 2021

Submitted By:David Mohlenbrok, Director of Community Development

Department:Community Development

Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Execute Amendment No. 1 to the Consultant Services Agreement with De Novo Planning Group for the Preparation of an Environmental Impact Report for the College Park Project and Amendment No. 1 to the Agreement with Evergreen Sierra East LLC for Payment of Cost of Preparation of the Environmental Impact Report, and Approving Additional Budget Appropriations.
BACKGROUND:

College Park (formerly Sierra Villages) is a 108.4-acre project comprised of two sites, the North Village (72.6 acres) on the northeast corner of Rocklin Road and Sierra College Boulevard and the South Village (35.8 acres) on the southeast corner of Rocklin Road and El Don Drive. The project is proposed to be developed into a Planned Development (PD) featuring parks, open space and trails surrounded by residential and mixed uses (retail, office, medical, and institutional uses). It was determined that an Environmental Impact Report was needed to process the project for purposes of complying with the California Environmental Quality Act (CEQA). De Novo Planning Group was selected to perform that work, as overseen by the City. Through a three-party arrangement, the City oversees and manages the effort and the project, and the project applicant, Evergreen Sierra East, LLC, funds the cost of the EIR.

On April 25, 2017 the City Council approved an Agreement for Payment of Cost of Preparation of an Environmental Impact Report and a Consultant Services Agreement for the Preparation of an Environmental Impact Report for the College Park project, in an amount not to exceed $146,695 (Reso. 2017-71).

Based on recent changes that have occurred to the project description and a request to add an additional alternative to the Alternatives Analysis, it has been determined that an amendment to the Agreement for Payment of Cost of Preparation of an Environmental Impact Report and to the Consultant Services Agreement for the Preparation of an Environmental Impact Report on the College Park project is necessary. Amendment No. 1 is for $14,390.00 and will be fully funded by the project applicant.

Fiscal Impact:

The Community Development Department currently has a $146,695 contract with the De Novo Planning Group for the College Park EIR, which will increase to $161,085 with this contract amendment for $14,390. The Agreement for Payment of Cost of Preparation of an Environmental Impact Report (EIR) requires the applicant to fully fund the cost of the EIR, including Amendment No. 1.

This contract amendment No. 1 will necessitate additional budget appropriations in the amount of $14,390 in account 1006016035 (Fund/Division/Object) for the purpose of the College Park Environmental Impact Report, and the City will be fully reimbursed for the additional expenditure.
