The Sceptre Drive and Camelot Drive Repair Project and the Midas Avenue Drainage Repair Project were included in the 2022-2026 Capital Improvement Plan (CIP) and the Fiscal Year (FY) 2021/22 budget adopted by the City Council on June 22, 2021. The Sceptre Drive and Camelot Drive Repair consists of repairing the roadway along the creek crossing at Sceptre Drive and Camelot Drive. The budget amount identified for this project was $480,000 with $130,000 budgeted in FY 2021/22 and $350,000 projected in FY 2022/23. The Midas Repair Project consists of replacing failed drainage infrastructure, with a FY 2021/22 budget of $165,000. The total combined budget amount for these projects are $295,000 in FY 2021/22 and $350,000 identified in FY 2022/23, for a total project amount of $645,000.
Staff reviewed the projects and determined that completing the Sceptre Drive and Camelot Drive Repair project at the same time as the Midas Avenue Repair project would be more cost effective (e.g. mobilization, better pricing, expand competitive interest in jobs of similar scope, streamline environmental permits).
The Sceptre, Camelot, and Midas Repair Project invitation for bids was advertised on July 9, 2021, and July 16, 2021, with the bid opening on July 29, 2021. Four (4) bids were received, as listed below, with PBM Construction, Inc. submitting the lowest bid in the Amount of $475,154.

Staff has reviewed the bids for sufficiency and recommends the City Council award a contract to PBM Construction, Inc., in the amount of $475,154. The Rocklin Municipal Code section 3.04.050 authorizes a contingency amount of fifteen percent of the contract ($71,273 (rounded)) for a total authorized Project amount of $546,427(rounded).
Both CIP projects are funded through the SB325 Gas Tax Fund (210). By combining both projects in FY 2021/22, the overall cost will be reduced by approximately $99,000. Although the total cost of the project will be less, the amount budgeted for FY 2021/22 does not include the FY 2022/23 amount and a budget appropriation in the amount of $251,427 is necessary and may necessitate a budget amendment.
