Subject:Estia at Rocklin Project Transportation Impact Study Contract for Services and Reimbursement Agreement

Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Execute a Reimbursement Agreement with Towne Development of Sacramento Inc. for the Estia at Rocklin Project, and a Contract for Services with Fehr & Peers for the Preparation of a Traffic Impact Study for the Project,  and Requesting Additional Budget Appropriations

BACKGROUND:

A development application for the Estia at Rocklin project has been submitted to the Community Development Department for the development of a medium density, high-end apartment community on approximately 20 gross acres, generally located between West Oaks Boulevard and Atherton Drive, west of Lonetree Boulevard in Rocklin. The project will include a mixture of 1 and 2-bedroom units that are of a single-story and duet design. Each unit will have a separate entry, ten-foot ceilings, a backyard, and thoughtful design. On-site amenities will include a clubhouse, passive open space recreation, and dog parks. The remaining 10 acres will be a neighborhood commercial center consisting of commercial and retail uses.

 

It was determined that a Transportation Impact Study (TIS) was needed to process the project for purposes of complying with the California Environmental Quality Act (CEQA) and evaluating consistency with the City’s policies. Fehr & Peers, as the City’s transportation consultant for the Circulation Element and for the most recent update to the Transportation Analysis for the Northwest Rocklin General Development Plan, was selected to perform that work, as overseen by the City. Through a three-party arrangement, the City oversees and manages the effort and the project, and the project applicant, Towne Development of Sacramento, funds the cost of the TIS.

Fiscal Impact:

The preparation of the Estia at Rocklin Transportation Impact Study through a Consultant Services Agreement is anticipated to have a cost of $51,900. The reimbursement agreement requires the applicant to fully fund the cost of the Transportation Impact Study.

 

This Consultant Services Agreement will necessitate additional budget appropriations in the amount of $51,900 in account 1006016035 (Fund/Division/Object) for the purpose of the Estia at Rocklin Transportation Impact Study, and the City will be fully reimbursed for the additional expenditure.
