Staff Recommendation:

  1. Adopt a Resolution of the City Council of the City of Rocklin Conditionally Approving the Final Map of Granite Terrace Subdivision and Approving and Authorizing Execution of a Subdivision Improvement Agreement

  2. Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing Execution of a Subdivision Landscape Agreement (Granite Terrace)

  3. Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing Execution of an Open Space Easement Agreement (Riparian Area and Creek Protection) (Granite Terrace)

BACKGROUND:

The tentative subdivision map for the Granite Terrace Subdivision was approved by the City Council on February 25, 2014 (Resolution 2014-25). The project is being subdivided into 41 residential lots and 15 lettered lots per this final map.

 

This project is located at the southerly terminus of Robinson Way and at the northerly terminus of Granite Terrace Drive, east of the Rocklin Elementary School campus, and west of the Placer County Library. Project access is off of Robinson Way to the north and off of Granite Drive to the south.

 

The Owner/Applicant (Subdivider) is Rocklin 41, LLC, a Utah limited liability company. 

 

Approvals of final maps are procedural in nature and per Government Code Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final map or parcel map if it has previously approved a tentative map for the proposed subdivision and if it finds that the final or parcel map is in substantial compliance with the previously approved tentative map.

 

The final map is technically correct. All fees have been paid and the Subdivider has stated that it is willing to execute and provide security for a Subdivision Improvement Agreement obligating the Subdivider to complete the outstanding improvements within a specified period of time. The construction of the improvements associated with this map are partially complete and the developer has guaranteed the outstanding items of work with the attached Subdivision Improvement Agreements.  The final map is ready for conditional approval.


Fiscal Impact:

Lettered lots A and K, as public streets, and open space lot B are offered for dedication in fee to the City on the Final Map and will be maintained by the City after a Notice of Completion of the improvements and Acceptance of the Public improvements has been issued by the City Council. Maintenance costs for the public streets and open space lot will be funded through Community Facilities District No. 5.  

 

Lettered lots H, I, J and L are offered as private roads to the subdivision Homeowners Association (HOA) and will be maintained by the subdivision HOA. Landscape Lots C, D, F, G, M, N, and O will be maintained by the subdivision HOA. Lettered Lot E will be granted in fee to the South Placer Municipal Utility District for the Sewer Lift Station and recorded by a separate instrument.
