Staff Recommendation:

Discuss how Rocklin factors into the County redistricting process and consider submitting comments to the Placer County Board of Supervisors and the Placer County Planning Commission regarding their redistricting efforts and the impact on Rocklin.  
BACKGROUND:

Following every U.S. Census, Placer County redraws the lines for the County’s five Supervisorial districts. With the County’s population expected to be about 400,000, each Supervisorial district is expected to be approximately 80,000 people.

  

Rocklin, with a population of more than 70,000, is currently split between Supervisor District 2, including Northwest Rocklin and parts of Stanford Ranch, and Supervisor District 3, which has the rest of the community. In previous decades parts of Rocklin were included in Supervisor District 4. The current supervisorial district map is included as Attachment 1 to this staff report.

  

The County has begun the process of considering public input for redistricting. On February 9 2021, the County Board of Supervisors chose to have the Placer County Planning Commission serve as an advisory committee on redistricting.  

 

The redistricting process will continue throughout 2021. The County’s supervisor boundary lines have traditionally been used by the Placer County Water Agency to determine directors for the agency.

 

At the July 27, 2021 City Council meeting, Placer County Assistant Chief Administrative Officer Jane Christenson presented an overview of the County’s redistricting process and efforts to date. The presentation is included as Attachment 2 to this staff report.
