Subject:Annual Cooperative Fire Programs Agreement with the California Department of Forestry and Fire Protection (CAL FIRE) for Wildland Fire Protection within the City of Rocklin known as the Clover Valley Lakes Area

Adopt a Resolution of the City Council of the City of Rocklin, Approving the Annual Cooperative Fire Programs, Local Responsibility Area Wildland Protection Reimbursement Agreement with CAL FIRE for Wildland Fire Protection within the Clover Valley Lakes Area for Fiscal Year 2021/22, and Authorizing the City Manager to Execute the Agreement.
BACKGROUND:

Since 1997, the City of Rocklin has contracted with CAL FIRE for wildland fire protection of the Clover Valley Lakes area. In 2003, Resolution 2003-276 authorized the City Manager to sign an annual agreement on the City's behalf with CAL FIRE for the protection of wildlands in the annexation territory. The agreement provides for annual renewals and rate adjustments for as long as CAL FIRE services are necessary or desirable. In 2004, Resolution 2004-105 authorized a reimbursement agreement for the developers of Clover Valley Lakes area to reimburse the City for the cost of CAL FIRE wildland fire protection services for the Clover Valley Lakes area. The agreement remains in effect for as long as CAL FIRE provides fire protection of wildlands within the annexation territory.

 

In 2020, Resolution 2020-126 was adopted by City Council on July 14, 2020 for Fiscal Year 2020/21, which approved the CAL FIRE Agreement Cost Calculations for 622.5 acres. In 2019, the developer, Massie & Company, LLC, transferred approximately 95 acres to William Jessup University, however, the information was not reported to the Fire Department until FY 2020/21. This transaction and change of ownership resulted in an amendment to the original agreement as well as an evaluation of the current acreage, which was approved with Resolution 2021-40 on March 23, 2021. The amended acreage was determined and confirmed with the Placer County GIS and County Assessor's Office as 613.2 acres (including the William Jessup University portion).

 

Under the current Agreement, for FY 2021/22, the City of Rocklin will receive automatic responses to wildland fires in the area. On "High Fire Dispatch" days, the City will receive 2 dozers, 6 engines, 2 Chief Officers, 2 Hand Crews, 1 Helicopter, 1 Air Attack, and 2 Air Tankers free of charge. Page 16 of Exhibit A includes details pertaining to the Local Responsibility Area (LRA) Wildland Protection Reimbursement Agreement and Operating Plan.

Fiscal Impact:

For FY 2021/22, the CAL FIRE agreement cost calculations for 613.2 acres is approximately $23,044. The funds were budgeted in the Fire Prevention Division's FY 2021/22 Operating Budget with anticipated reimbursements from the developers.
