Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Adopting Side Letter Agreements to the Memorandums of Understanding between the City of Rocklin and the Rocklin Police Officers Association Public Safety Managers Bargaining Unit, the Rocklin Police Officers Association, and the Rocklin Firefighters Union Local 3847, to Expand Dental Benefits.

BACKGROUND:

Representatives of the City and the Unions have met and conferred and mutually agree to the following new provisions of the respective Memorandums of Understanding as follows:

 

Rocklin Police Officers Association – Public Safety Managers Bargaining Unit

Section III, Article 10 B(3) of the Memorandum of Understanding ("MOU") between the City of Rocklin and the Rocklin Police Offices' Association – Public Safety Managers Union, approved by Resolution No. 2018-36 on February 27, 2018, provides that "The City shall pay the entire premium for family coverage under the dental plan."

 

The City of Rocklin and the Rocklin Police Officers' Association Public Safety Managers Bargaining unit mutually agree to the following new provision to Section III, Article 10 B(3):

 

Effective January 1, 2022, the City shall offer an optional Delta Dental Plan with a $1,500 maximum per calendar year per person benefit.  Employees electing this option shall be responsible for any difference in cost associated with said election.  Employees not electing the benefit shall continue to have the current dental option, described in I above, available to him/her during the open enrollment period.

 

Rocklin Police Officers Association

Section III, Article 25, 25.4.1 of the Memorandum of Understanding ("MOU") between the City of Rocklin and the Rocklin Police Officers' Association, approved by Resolution No. 2018-37 on February 27, 2018, provides that "The City will pay the full cost of coverage for a family dental plan, a family vision plan, and $50,000 life and accidental death insurance for employee only.

 

The City of Rocklin and the Rocklin Police Officers' Association mutually agree to the following new provision to Section III, Article 25, 24.4.1:

 

Effective January 1, 2022, the City shall offer an optional Delta Dental Plan with a $1,500 maximum per calendar year per person benefit.  Employees electing this option shall be responsible for any difference in cost associated with said election.  Employees not electing the benefit shall continue to have the current dental option, described in I above, available to him/her during the open enrollment period.

 

Rocklin Firefighters Union Local 3847

Section III, Article 20, paragraph III of the Memorandum of Understanding ("MOU") between the City of Rocklin and the Rocklin Firefighters Union Local 3847, approved by Resolution No. 2017-279 on December 21, 2017, provides that "The City will pay the full cost of coverage for a family dental plan, a family vision plan, and $20,000 life and accidental death and dismemberment insurance."

 

Effective January 1, 2022, the City shall offer an optional Delta Dental Plan with a $1,500 maximum per calendar year per person benefit.  Employees electing this option shall be responsible for any difference in cost associated with said election.  Employees not electing the benefit shall continue to have the current dental option, described in I above, available to him/her during the open enrollment period.

 

The side letters are included as Exhibits A, B and C to the Resolution.

Fiscal Impact:

The impact is expected to be budget neutral; however, to effectively determine the actual fiscal impact, the City will need several years of data reflecting employee utilization and claims cost.
