On November 10, 2020, the City Council adopted Resolution 2020-213 authorizing the execution of Program Supplemental Agreement No. V41 and the allocation of $72,000 in State funds for the development of the Local Road Safety Plan (LRSP). The City issued a Request for Proposals to develop a comprehensive plan and the City Council adopted Resolution 2020-226 awarding the contract for the LRSP to Kimley-Horn and Associates, Inc. (Kimley-Horn) on December 8, 2020.
Kimley-Horn has completed their work and provided a draft LRSP Plan that provides a comprehensive approach to address traffic safety, including but not limited to the following:
- Provides a framework for identifying, analyzing, and prioritizing road safety improvement;
- Emphasizes Bicycle Safety/Pedestrian Safety;
- Identifies and evaluates new road technology and information dissemination; and
- Creates a toolbox of proven countermeasures to reduce collisions.
It should be noted that the City has already implemented many of the recommended tools such as countdown pedestrian signals, beacons and signs, roundabouts, speed radar feedback signs, and traffic signal battery back up on City funded projects, repairs and retrofits.
Staff have reviewed and finalized the LRSP (Exhibit A to the Resolution) and recommend that the City Council adopt the LRSP. Adopting this Plan is necessary for the City to qualify for future federal and state roadway grant dollars.
The LRSP is a living document and will be subject to periodic updates as deemed necessary by the City Engineer or Director of Public Services, upon advice from a professional engineer. A yearly analysis will be performed in order to ensure that the Plan is updated on a regular basis. The estimated periodic Plan updates and analysis cost is approximately $8,000.
