Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving the Updated Facility User Group Categories, Reservation Periods, Rental Fee and Non-Profit Use Policy, and Repealing Resolution 2013-81.

BACKGROUND:

On April 23, 2013, the City Council adopted Resolution 2013-81, rescinding Resolution 2009-231 and establishing the Facility User Group Categories, Reservation Periods, Rental Fee, and Non-Profit Facility Use Policy. The 2013 resolution provided updated policies and procedures for the rental and use of the Rocklin Event Center, Finnish Temperance Hall, and the Rocklin Community Center. It also established a Non-Profit Fee Schedule for Rocklin Non-Profit Groups at the Rocklin Community Center, and designated the Rocklin Community Center as the facility where non-profit entities may meet with an established non-profit rate based on a designated schedule.

 

In order to deliver the best possible service to the residents in Rocklin, staff has reviewed and updated the processes, procedures, and policies currently in place within the City and the Parks and Recreation Department. The goal is to ensure that they are efficient, clear, sustainable, and beneficial to our residents both monetarily and otherwise. As part of this review, staff evaluated the current policy, financials, and user satisfaction. The process revealed the current policy is still beneficial to both residents, Rocklin Non-Profit groups, and the City.

Upon review, staff found a few areas in need of updating with regards to listed facilities, Facility User Group Categories, and available space for current and future Rocklin Non-Profits. Staff has identified outdated information, areas for improvement, and solutions to limited space.

In the proposed revised policy, facilities no longer available for public use have been eliminated, and the Category User Groups have been consolidated for simplicity and clarity. No changes have been made, or are recommended at this time, to the Non-Profit Schedule of Fees.

 

Staff recommends the City designate the Parks and Recreation Office as a secondary facility where non-profit entities may meet at the established non-profit rate, based on a designated schedule. This allows Rocklin Non-Profits to have more space available to meet under the approved fee schedule as the City continues to grow, and also allows the Parks and Recreation Department more flexibility in how, where, and when we program recreation facilities and activities. The key changes to the policy are listed below:

- Removal of Finn Hall
- Removal of Public Sector MOU Users Category
- Combine Resident/Non-Resident Groups into One Category to Simplify
- Update Department Information Due to City Re-Organization

 

The current Facility Rental Fee Schedule is attached for reference (Staff Report Attachment A).  Fees will continue to be analyzed each year to remain competitive with and responsive to market conditions in the surrounding area and jurisdictions, and to ensure the City is recapturing all incurred costs of running such operations.  Staff plans to present the Facility Rental Fee Schedule each year going forward to keep the City Council informed of current fees. 


Fiscal Impact:

One fee increase for the Johnson-Springview Pavilions is being implemented as a result of the new amenities and structure replacement. No other fee increases are being implemented at this time.
