Senate Bill No. 1383 (SB 1383) was signed into law on September 19, 2016, to reduce organic waste disposal by 75% and increase edible food recovery by 20%, by 2025 in order to improve efforts to reduce overall methane gas emissions. Methane gas has been identified as more impactful than carbon dioxide (CO2) as a greenhouse gas.
In order to comply with all of the SB 1383 requirements, the City is coordinating with it’s partners in solid waste and recycling to implement the mandates: Western Placer Waste Management Authority (WPWMA), Placer County Health and Human Services, and the City’s solid waste hauler (Recology). In order to implement these mandates, a Solid Waste Ordinance (attached) must be adopted.
On December 14, 2021, the City Council considered the proposed Ordinance. After public comment and deliberations, the City Council voted 4-1 to introduce, waive the full reading and read by title only, an Ordinance of the City Council of the City or Rocklin Enacting Chapter 13.10 of the Rocklin Municipal Code to Implement Organic Waste Disposal Reduction. A second reading (title only) is necessary for adoption and passage of the Ordinance.
