Adopt a Resolution of the City Council of the City of Rocklin Approving Amendment No. 1 to the Contract for Services for Stormwater Pipe Replacement with SAK Construction Inc. and Authorizing a Budget Appropriation


BACKGROUND:

On August 10, 2021, City Council adopted Resolution 2021-138, approving an agreement with SAK Construction, Inc. for the lining of corrugated metal storm drain pipes (CMP) that have failed, in an amount not to exceed $232,500. SAK Construction, Inc. is a local vendor that performs this specialized service and is the low bid contractor with National JPA, previously known as The Cooperative Purchasing Network (TCPN), which is a Group Purchasing Organization (GPO) open to Public Agencies of which the City is a member. National JPA has already completed the formal process to identify the lowest bid contractors in various services, which allows the City to utilize the National JPA contract and move quickly to secure SAK Construction, Inc. services.

 

On October 24 and 25, 2021, the City experienced an unprecedented amount of rain that displaced the soil and created a large void under a portion of El Don Drive. Due to the compromised road integrity and potential safety issues, a portion of El Don Drive was closed and emergency work was initiated to repair the roadway. 

 

As a result of the roadway emergency, staff had the drainage pipes in this area inspected and found that an additional 140 lineal feet of 42” CMP and 130 lineal feet of 12” CMP was in need of repair. While this is not considered an emergency, it is imperative that it be repaired as soon as possible.

 

Staff recommends that the current contract amount of $232,500 be increased by $150,000 for a total amount not to exceed $382,500, to include the additional El Don repair work. A budget appropriation is necessary and may necessitate a budget amendment.


Fiscal Impact:

The additional contract amount of $150,000 will be funded out of the SB325 Fund (210). A budget appropriation will be necessary and may necessitate a budget amendment.
