College Park (formerly Sierra Villages) is a 108.4-acre project comprised of two sites, the North Village (72.6 acres) on the northeast corner of Rocklin Road and Sierra College Boulevard, and the South Village (35.8 acres) on the southeast corner of Rocklin Road and El Don Drive. The project is proposed to be developed into a Planned Development (PD) featuring parks, open space and trails surrounded by residential and mixed uses (retail, office, medical, and institutional uses). It was determined that an Environmental Impact Report was needed to process the project for purposes of complying with the California Environmental Quality Act (CEQA). De Novo Planning Group was selected to perform that work, as overseen by the City. Through a three-party arrangement, the City oversees and manages the effort and the project, and the project applicant funds the cost of the EIR.
On April 25, 2017 the City Council approved an Agreement for Payment of Cost of Preparation of an Environmental Impact Report (EIR) and a Consultant Services Agreement for an Environmental Impact Report (EIR) for the College Park project.
On August 24, 2021 the City Council approved and authorized the City Manager to execute Amendment No. 1 to the Consultant Services Agreement with De Novo Planning Group for the preparation of an Environmental Impact Report for the College Park project and Amendment No. 1 to the Agreement with Evergreen Sierra East LLC for payment of cost of preparation of the Environmental Impact Report, and approving additional budget appropriations in the amount of $14,390; this amendment increased the $146,695 contract amount and reimbursement amount to $161,085.
Based on the volume of public comment letters on the Draft EIR requiring written responses in excess of what was included in De Novo Planning Group’s original scope of work, it has been determined that a second amendment to the Agreement for Payment of Cost of Preparation of an Environmental Impact Report and to the Consultant Services Agreement for the Preparation of an Environmental Impact Report on the College Park project is necessary. Amendment No. 2 is for $19,140 and will be fully funded by the project applicant.
