A. Adopt a Resolution of the City Council of the City of Rocklin Approving the Purchase of Two Pierce BX3 International Type III Engines from Golden State Apparatus Inc. and Authorizing the City Manager to Accept a Proposal and Execute a Purchase Agreement with Golden State Fire Apparatus Inc.

 

B. Adopt a Resolution of the City Council of the City of Rocklin Approving the Purchase of One Skeeter Brush Truck – Ford Four Door, 4x4, Type V Engine from Golden State Fire Apparatus Inc. and Authorizing the City Manager to Accept a Proposal and Execute a Purchase Agreement with Golden State Fire Apparatus Inc.


BACKGROUND:

On June 22, 2021, the City Council approved both the Fiscal Year (FY) 2021/22 Capital Budget and the FY 2022-2026 Five Year Capital Improvement Plan. Included in the FY 2021/22 Capital Budget was the replacement of one (1) Type III Wildland Unit and one (1) Type V Brush Unit and the FY 2022-2026 Five Year Plan called for the replacement of one (1) Type III Wildland Unit in FY 2022/23. 

 

On December 14, 2021, the City Council adopted Resolution No. 2021-242 approving funds to be set aside from FY 2020/21 year-end surplus in the General Fund (100) for City purchases and/or projects, which included the purchase of the Type III Wildland Unit originally slated for FY 2022/23. This brings the total units to be purchased to two (2) Type III Wildland Units and one (1) Type V Brush Unit.

 

Staff has determined that it is most cost effective for the City to access existing contracts that provide government agencies access to competitively bid and publicly solicited contracts from vendors who supply goods and services for fire service. These contracts are created through a public Request for Proposal (RFP) process by Lead Public Agency that allows members to “piggyback” on the competitively bid contract, eliminating the need to complete the individual RFP processes. Golden State Fire Apparatus is the Local Authorized Dealer for both the Type III Wildland Unit which is covered under the Sourcewell Contract #022818-PMI and the Type V Brush Unit covered under the Houston-Galveston Area Council Contract (HGAC) #FS12-19.

Fiscal Impact:

These units will be funded out of the General Fund (100). No fiscal impact has been identified as the Type III Units fall within the budgeted amount plus $500,000 (set aside for these purchases) and the Type V Unit comes in under budget.

 

A budget appropriation in the amount of $500,000 will be necessary and will necessitate a budget amendment in the General Fund (100). Staff will return to Council to program the funds as part of the 2nd Quarter Financial Report.
