Title 2 of the California Code of Regulations, section 570.5 requires the City's salary schedules to be adopted at a public meeting.
In July 2021, the City hired Municipal Resource Group Consulting (MRG) to perform a comprehensive organizational analysis of the Finance Division of the Administrative Services Department. In line with that analysis, Human Resources (HR) is recommending the following organizational change.
MRG Consulting recommended that the classification of Senior Payroll Administrator be moved from FLSA non-exempt in the Confidential unit to FLSA exempt in the Management unit. The position meets the administrative employee exemption under FLSA because the Payroll Administrator's primary duty is the performance of office or non-manual work directly related to the management or general business operations of the City, and includes the exercise of discretion and independent judgment with respect to matters of significance. In addition, the position has significant responsibility for administering City policies. The classification is currently in the Confidential unit at Salary Range 28, $70,055-$95,571 annually. It will be placed at a new Range 6 of the Management Salary Schedule, $71,117 - $98,036 annually.
In addition, the classification of Senior Payroll Administrator is being retitled to remove ‘Senior’ from the title as this classification is not a part of a classification series.
