Since 2006 the City has had a contract with Willdan Financial Services to provide administrative services for its special assessment and special tax districts. In total, Willdan provides support services for 9 Community Facilities Districts, 2 Landscape and Lighting Maintenance Districts, and the Park Maintenance Tax. The most recent agreement was executed in July 2020, in an amount not to exceed $81,482, approved by Resolution No. 2020-127.
Willdan Financial Services provides administrative services for the City’s special tax/assessment districts. The services provided include: maintaining current databases of which parcels are responsible for each tax/assessment, calculating the annual tax/assessment for each parcel, submitting the appropriate data to Placer County, answering citizen’s questions, making the required regulatory filings on the City’s behalf, and other analysis and reports as requested by the City.
Staff recommends the City Council extend the contract through December 31, 2022, to allow the services to continue while a competitive solicitation process is completed. Specifically, staff requests the City Council authorize the City Manager to execute Amendment No. 1 to contract with Willdan Financial Services for administrative services for the City's special districts through December 31, 2022, in a total amount not to exceed $184,157.
