On October 24, 2021, staff were notified that water was coming out of a manhole at South Whitney Boulevard and Lincoln Avenue, creating a roadway safety hazard due to the heavy rain event the City was experiencing at that time (see Location Map). A blocked storm drain was lifting the manhole cover and forcing water out of the manhole, compromising the storm drain infrastructure and roadway. The City Manager, using her authority under Section 22050 of the California Public Contract Code and Rocklin Municipal Code (RMC) 3.04.50, authorized the repairs to be made on an emergency basis, with an estimated cost of approximately $25,000. On December 14, 2021, staff notified the City Council about the emergency situation as required by state law.
Originally it was thought that approximately 20 feet of the 18 inch concrete drain pipe was blocked and APS Environmental, Inc. was called in to perform the repair work and clear the drain pipe. However, during the emergency work it was discovered that there was more than 100 feet of collapsed drain pipe, which must be replaced. The cost of the repair is estimated to be $150,000 plus a contingency of $22,500 for a project total cost of $172,500.
It is imperative that the pipe be replaced to make sure the local area drains properly (avoiding potential street flooding), ensures that further system failures are averted, and that nearby utilities are safe.
This project will be funded using SB325 Gas Tax (210) funds. A budget appropriation will be necessary and may necessitate a budget amendment.
Pursuant to Public Contract Code sections 1102, 20168 and 22050, approval of the contract on an emergency basis, without competitive bidding, requires a finding of an emergency and a four-fifths vote of the City Council.
