Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the Grant of a Public Utility Easement over Kathy Lund Park and Authorizing the Execution and Recordation of the Easement on behalf of the City (The Residences at West Oaks, LLC, West Oaks Townhomes, (SD2017-0013))

BACKGROUND:

On November 13, 2018, the City Council approved the West Oaks Townhomes Tentative Subdivision Map to divide a site into 16 Single-Family Lots (West Oaks Townhomes/ SD2017-0013) (Resolution No. 2018-296). As part of the conditions of approval for said map, the developer was to obtain an easement from the City of Rocklin to construct and utilize a looped water line within the existing SPMUD access road along and contiguous to the western portion of the project site, within the existing City owned Kathy Lund Park (APN: 365-020-046-000, Section 2(B)(4)(f)(ii)(2), Resolution No. 2018-296). On May 12, 2020, the City Council approved the West Oaks Townhomes Final Map by Resolution No. 2020-85.

 

The easement is generally located south of West Oaks Boulevard, east of Kathy Lund Park, and west of Open Space land owned by the City of Rocklin.

 

Staff recommends adoption of the resolution granting the public utility easement across Kathy Lund Park, as it was a condition of approval of the tentative map and is necessary to provide water service to the West Oaks Townhomes residential subdivision.

Fiscal Impact:

None. The water facilities within the easement are owned and maintained by the Placer County Water Agency.
