Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for Aguilar Road Improvement Design and Related Services to DOKKEN Engineering, and Authorizing the City Manager to Execute the Agreement.

BACKGROUND:

On June 22, 2022, the City Council approved the Fiscal Year (FY) 2021/22 Operating Budget, along with the 2022-2026 Capital Investment Plan CIP. Included in the Plan was the Aguilar Road Improvements project. The purpose of the project is upgrade Aguilar Road between China Garden Road and Greenbrae Road. A Location Map is included as Exhibit 1. The improvements include road reconstruction, sidewalk, curb and gutter, a 4-foot pedestrian and bike path along the west side of the roadway, and drainage improvements. The planning, design, and environmental process is currently underway.

 

A Request for Proposal for design services was advertised on November 12, 2021, and November 19, 2021, with the submittal date of December 17, 2021.  Six (6) proposals were received from:

 

  • DOKKEN Engineering (Folsom)
  • Bennett Engineering (Roseville)
  • REY (Folsom)
  • Kimley-Horn and Associates (Sacramento)
  • WMH Corporation (San Jose)
  • GHD (Sacramento)


The proposals were evaluated and ranked by a team consisting of the City's Associate Engineer, Assistant Civil Engineer, and Environmental Services Specialist, with the top three (3) candidates as follows.

  • DOKKEN Engineering
  • REY
  • Kimley-Horn and Associates

 

Interviews were held with the top three candidates on January 27, 2022, and January 28, 2022, and it was determined that DOKKEN Engineering's proposal was most advantageous to the City.

 

Staff recommends the City Council approve a contract with DOKKEN Engineering in an amount not to exceed $572,747 for design services, environmental clearances, Right-of-Way (ROW) acquisition services, and construction support.

Fiscal Impact:

The total contract amount is $572,747. As part of the City Council-approved 2022-2026 CIP, a total of $650,000 is allocated in the SB 325 Sales Tax Fund (210) for the design and environmental process and ROW acquisition ($150,000 in the current fiscal year and $500,000 in FY 2022/23). If the project work product outpaces the budgetary availability, a budget amendment may be made to reallocate a portion of the FY 2022/23 funds into the current fiscal year. Sufficient funds are available in the SB 325 Sales Tax Fund (210) if needed.
