Staff Recommendation:

  1. Adopt a Resolution of the City Council of the City of Rocklin Approving the Final Map of Racetrack Subdivision (Racetrack Estates)/(SD2014-0006)

  2. Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing Execution of an Open Space Easement (Riparian Area and Creek Protection) Racetrack Subdivision (Racetrack Estates)/(SD2014-0006)
BACKGROUND:

The tentative subdivision map for Racetrack Subdivision (SD-2014-0006 and TRE2015-0005) was approved by the City Council on February 9, 2016 per Resolution No. 2016-36.  The project is being subdivided into 10 residential lots per this final map. This project is generally located north of Racetrack Road, south of Tuttle Drive, west of Sierra Meadows Drive, and east of Racetrack Circle. The Owner/Applicant (Subdivider) is Equity Smart Investments, LP, a California Limited Partnership

 

Approvals of final maps are procedural in nature and per Section 66474.1. of the Government Code (Subdivision Map Act), a legislative body shall not deny approval of a final map or parcel map if it has previously approved a tentative map for the proposed subdivision and if it finds that the final or parcel map is in substantial compliance with the previously approved tentative map.

 

The map is technically correct. All fees have been paid and conditions of approval have been met. The construction of the improvements associated with this map are complete and the map is ready for approval.

Fiscal Impact:

While not a part of the public street system, pursuant to City Council Resolution No. 84-125, Racetrack Road “will be provided a low level of maintenance by the City of Rocklin,” including “grading and a minimum amount of patching.” The City will not provide Racetrack Road with any “major culvert or drainage work, and no resurfacing or reconstruction unless prior approval is granted by the City Council.”  Racetrack Road was resurfaced in recent years using the “Gas Tax.”  Maintenance costs for street drainage, signage, and fair share proportions of parks and traffic signal maintenance will be funded through Community Facilities District No. 5.

 

While the open space areas will have an easement over them that is granted to the City, they will remain privately owned and are expected to be privately maintained.
