Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving the Reallocation of One Legal Secretary to One Departmental Administrative Specialist in the City Attorney’s Office

BACKGROUND:

On November 9, 2021, the City Council authorized the reallocation of a 0.6 full-time equivalent (FTE) Paralegal position to a 0.6 FTE Legal Secretary position in the City Attorney's office. The position change was recommended as a result of recruiting challenges. Subsequently, on March 8, 2022, the City Council authorized making the position full time with the addition of 0.4 FTE, in hopes of offsetting further recruiting challenges.

 

Following these items changes, the City Attorney's Office has requested the ability to fill the position with the Departmental Administrative Specialist classification, which is in the same salary range as the Legal Secretary (Confidential Salary Range 17), to further assist with recruiting challenges and to create promotional or transfer opportunities for City staff. Human Resources (HR) has been asked to bring an additional item to change the 1.0 FTE Legal Secretary to a 1.0 FTE Departmental Administrative Specialist.

 

If the City Council approves this change, HR recommends the deletion of the 1.0 FTE Legal Secretary vacant allocation and the addition of 1.0 FTE Departmental Administrative Specialist allocation.

Fiscal Impact:

The fiscal impact of this reallocation will be cost neutral as the Departmental Administrative Specialist is at the same salary schedule range as the Legal Secretary.
