Adopt a Resolution of the City Council of the City of Rocklin Approving a Contract with PRIDE Industries for Janitorial Services for City Owned Facilities and Authorizing the City Manager to Execute the Agreement. 

BACKGROUND:

Janitorial services at City owned facilities are accounted for in the City's annual operating budget. On September 14, 2021, the City Council adopted Resolution 2021-159 awarding a contract to Karla’s Janitorial & Supplies LLC. However, six months into the contract the City received a 60 day notice from Karla’s Janitorial & Supplies, LLC, terminating their maintenance service contract effective May 20, 2022.

 

Staff reviewed various options and, utilizing California Welfare and Institutions Code section 19404, staff contacted PRIDE Industries to provide pricing for janitorial services for a three year period. Section 19404 (included as Exhibit 1) states that any state agency, city or county, etc. may without advertising or calling for bids, purchase materials and supplies manufactured and services provided by public or private nonprofit California corporation operating community rehabilitation programs serving persons with disabilities, etc., provided the goods or services meet the specifications and needs of the purchasing agency and the goods or services are purchased at a fair market price as determined by the local agency. PRIDE Industries meets the necessary requirements and provided the following pricing:

 

Year 1 (Thirteen Months) $295,014.96

Year 2 $304,430.52

Year 3 $312,188.52

Total $911,634.00

 

The services offered by PRIDE Industries meet the City's specifications and needs at a fair market price. The first period of the agreement is for thirteen months – May 21, 2022 – June 30, 2023, with an increase followed by two twelve month periods of July 1, 2023 – June 30, 2024, and July 1, 2024 – June 30, 2025. This contract is based on a price per City facility and staff recommends the City Council approve the contract for janitorial services with PRIDE Industries.

 

The resolution establishes the City Manager’s change order authority to add/delete City facilities and/or square footage to the janitorial services contract if the City increases/decreases the amount or size of City facilities.

Fiscal Impact:

Janitorial services are funded out of the General Fund (100) and there is no fiscal impact. In Fiscal Year (FY) 2021/22 janitorial services were included in the operations budget and the costs for FY 2022/23 are included in the FY 2022/23 Budget that will go before the City Council for approval in June.
