A. Adopt a Resolution of the City Council of the City of Rocklin  Awarding the Contract for Landscape Services on City Owned CFD 5 Pocket Parks, Streets, and Right of Ways to Dominguez Landscape Services, Inc. and Authorizing the City Manager to Execute the Agreement with Dominguez Landscape Services, Inc.         

 

B. Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for Landscape Services on City Owned Gas Tax Pocket Parks, Streets, and Right of Ways with Dominguez landscape Services, Inc. and Authorizing the City Manager to Execute the Agreement with Dominguez Landscape Services Inc.

BACKGROUND:

On May 28, 2019, the City Council approved two landscape services agreements; one for the Community Facilities District (CFD) 5 area (Resolution 2019-137), and  another for the Gas Tax Area (Resolution 2019-139). The agreements were awarded to Dominguez Landscape Services, Inc. for a period of three years and will expire on June 30, 2022.

 

With the contract expiring on June 30, 2022, Staff solicited separate bids for Landscape Services on City owned CFD 5 Pocket Parks, Streets, and Right-of-Ways, and for Landscape Services on City Owned Gas Tax Pocket Parks, Streets, and Right-of-Ways. Each bid is for an initial period of eighteen months in order to move from a fiscal year (FY) to a calendar year that will facilitate the seasonal nature of the contract and improve the bidding process in future years. The initial period is followed by two twelve month periods. The agreement is based on a price per square foot and allows for the addition/deletion of square feet via change order as subdivisions, roadways, and parks are added/deleted from the City’s inventory.

 

Both invitations for bids were advertised on February 11, 2022, and February 18, 2022, with the Landscape Services on City Owned CFD 5 Pocket Parks, Streets, and Right-of-Ways bid opening March 16, 2022, and the Landscape Services on City Owned Gas Tax Pocket Parks, Streets, and Right-of-Ways bid opening on March 17, 2022. Listed below are the bids received for each project:

 

  • Landscape Services on City Owned CFD 5 Pocket Parks, Streets, and Right-of-Ways. Three (3) bids were received (Exhibit 1) as listed below with Dominguez Landscape Services, Inc., turning in the lowest bid :

  • Landscape Services on City Owned Gas Tax Pocket Parks, Streets, and Right-of-Ways. Three (3) bids were received (Exhibit 1) as listed below with Dominguez Landscape Services, Inc., turning in the lowest bid :
    • Dominguez Landscape Services, Inc. (Sacramento)               $689,662.32
    • Pride Industries (Roseville)                                                        $744,714.00
    • Brightview Landscape Services (San Jose)                               $818,725.00

 

Staff has reviewed the bids for sufficiency and recommends that the City Council award both bids to Dominguez Landscape Services.

 

The first FY cost is $420,606.93 and $187,186.67 for CFD 5 and Gas Tax areas, respectively. The start date for these services is July 1, 2022, and is dependent on the approval of the FY 2022/23 Operating Budget.

 

The resolutions also establish the City Manager’s change order authority to add/delete square footage as the City increases/decreases the landscape and park maintenance areas. 

Environmental Analysis:

A Notice of Exemption was previously approved by the Rocklin City Council through Resolution No. 2019-136; 2022-2024 Landscape Services on City Owned L&L2 Pocket Parks, Streets, and Rights-of-Way do not result in any environmental impacts beyond those that were previously identified.

Fiscal Impact:

The FY 2022/23 cost for the CFD 5 area is $420,610 and will be funded out of the CFD 5 Fund (232). The Gas Tax area is $187,190 and will be funded out of the SB325 Gas Tax Fund (210). These landscaping services budgets will be included in the Proposed FY 2022/23 Budget that will be presented to the City Council for approval in June, 2022.
