On June 22, 2022, the City Council approved the Fiscal Year (FY) 2021/22 Operating Budget, along with the 2022-2026 Capital Investment Plan (CIP). Included in the CIP was the Sierra College Blvd. Reconstruction project. The purpose of the project is to reconstruct the north portion of Sierra College Blvd. from Clover Valley (Del Mar Avenue) to the City limit. The project was awarded to George Reed Inc. on September 28, 2021 (Resolution No. 2021-167). The contract amount of $501,586, plus the 15% contingency amount of $75,238, brings the total authorized project amount to $576,824. To date three change orders have been issued for a total of $51,718, leaving $23,520 remaining in contingency funds.
The project was intended to begin and finish construction prior to inclement weather starting in the fall/winter of 2021. Due to the relatively early onset of major winter weather starting in October and with the temperatures consistently below the threshold to allow for paving, this project was put on hold throughout the winter months. Staff reviewed the upcoming weather forecasts and authorized the work to begin Monday, April 25, 2022.
During the pre-construction meeting and walkthrough of the area, it was found that the recent weather cycle had increased the road degradation. A 26 foot wide by 390 foot long portion of the road degraded to the point of requiring the digging out of the failed portion of road prior to paving (i.e. dig outs). The cost to perform this works is $36,622, however failure to perform this work prior to paving could result in road failure within the next one to two years.
Since it is unknown if any additional issues may arise during construction, Staff is requesting Council approve Change Order No. 4 for the additional work, with such authority in addition to the City Manager’s existing fifteen percent change order authority for this project. Approval of Change Order No. 4 will require a budget appropriation in the amount of $36,622.
