On December 14, 2021, the City Council approved a five year Master Equipment and Services Agreement with LensLock Inc. for body worn and in-car cameras (Resolution No. 2021-217) for a total not-to-exceed amount of $615,781. At the time the agreement was approved, staff identified that an annual payment option may be available in the form of lease agreement with KS StateBank, a Kansas based financial institution that specializes in municipal leasing. LensLock Inc. recently entered into an arrangement with KS StateBank, wherein the Bank accepts payments from LensLock's customers. As such, it will now be necessary for the City to execute an agreement with KS StateBank, as well as amend the LensLock agreement to allow the Rocklin Police Department to acquire body worn cameras and in-car cameras, and services from LensLock Inc. utilizing the annual payment option. There is no additional cost to this change.
Staff recommends the City Council authorize the City Manager to amend the agreements as necessary, and authorize the City Manager to increase or decrease the amount of equipment, based upon the Department's actual use of body worn and/or in-car cameras. The quantity of equipment required is dependent on number of officers and/or patrol vehicles. As such, it is anticipated that over time, it will be necessary to adjust the agreements to reflect increased or decreased use of equipment.
