Senate Bill 1 (SB 1) the “Road Repair and Accountability Act of 2017”, was established during Fiscal Year (FY) 2017/18 and provides funds to Cities/Counties for eligible basic road maintenance, rehabilitation, and critical safety projects on roadway systems within their jurisdiction. Prior to receiving the apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds from the State Controller, the City must submit a detailed list of proposed eligible projects to the California Transportation Commission (CTC) along with a City Council Resolution approving the list.
The CTC estimates that the City of Rocklin will receive approximately $1,606,317 in FY 2022/23. Both the City Council Resolution and the project list are due to the CTC by July 1, 2022, with project expenditure reports due on December 1, 2022. This project will also be included in the 2023-27 Capital Improvement Plan.
Public input on the projects is received through the City’s budget and CIP processes, and through public comment received at City Council meetings. The 2018 California Statewide Local Streets and Roads Needs Assessment found that overall, the City of Rocklin’s streets are in “good condition”. The SB1 revenue is expected to increase the overall quality of the City’s road system, including rehabilitation of approximately 500 lane miles of streets and roads throughout the City.
Adoption of the attached resolution is necessary to submit the City’s SB1 Project List to the CTC.
