Over the past 2 years the City has experienced a variety of traffic pattern changes due to COVID-19, charter school relocations, new construction, additional traffic calming requests, and other factors. These changes require updated traffic counts, traffic engineering, inspections, and coordination. In order to keep up with the demand, the City released a Request for Qualifications (RFQ) for On-Call Traffic Engineering Services. The City will enter into an agreement with multiple Contractors that specialize in traffic engineering services to assist the City on all traffic needs including but not limited to project plan checks, technical reviews/memos, assistance with updates, traffic engineering, speed surveys, and other roadway surveys on an on-call/project basis.
Entering into contracts with multiple firms will provide staff with the ability to quickly respond to traffic requests, and provide services during high volume timeframes (e.g. peer review, technical memos, etc.). Services will be issued on a task order basis and based on scope of services and an estimated fees for specific services.
A Request for Qualifications was advertised on March 18, 2022, and March 25, 2022, with the submittal date of April 8, 2022. Three proposals were received from:
- Fehr & Peers (Roseville, CA)
- K D Anderson & Associates, Inc. (Loomis, CA)
- Kimley Horn & Associates, Inc. (Sacramento, CA)
The Statement of Qualifications for each consultant was evaluated by staff, and all were ranked as highly qualified, and all three were determined to have submitted proposals advantageous to the City.
Staff recommends contracts for service be entered into with the three (3) consultants on a time and material basis, and for an amount not to exceed $200,000 each. The first period of the agreement is for Twelve (12) Months - July 1, 2022 – June 30, 2023, and includes the option to extend the contract for two (2) additional years at the City’s discretion. There is no additional fiscal impact as the cost of traffic engineering services are included in the cost of any new developments, maintenance and/or Capital Improvement Projects. No budget appropriation is necessary.
