Adopt a Resolution of the City Council of the City of Rocklin Delegating Authority to Request Disbursements From the City's California Employers' Retirement Benefit Trust, and Authorizing the City Manager to Execute an Updated Delegation of Authority Form

BACKGROUND:

The California Public Employees' Retirement Systems (CalPERS) has established the California Employers' Retiree Benefit Trust (CERBT) Program for California agencies to prefund retiree health and other post-employment benefit cost.

 

In March, 2014, the City Council adopted Resolution No. 2401-42, electing to participate in the CERBT program and authorizing the City Manager to execute the CalPERS delegation of authority to request disbursements, delegating authority from the City Council to the City Manager and various City positions.

 

Due to City staffing changes, the City desires to update the Delegation of Authority to Request Disbursements form to replace the current authorized City positions to the City Manager, Director of Administrative Services, and Deputy Director of Administrative Services.

 

A City Council resolution is required by CalPERS to update the Delegation of Authority to Request Disbursements in order to authorize disbursements from the CalPERS Other Post Employment Prefunding Plan.
