On March 10, 2021, the pump track concept was presented to the Parks, Recreation and Arts Commission for consideration and discussion. After several meetings and further discussion with stake holders, the Commission recommended that staff present the pump track concept to the City Council.
Staff presented this concept at the May 25, 2021 City Council meeting. Following this presentation, staff were directed to research basic feasibility, potential funding sources and locations for the pump track.
The site evaluation report was presented to the City Council for consideration on July 27, 2021. The City Council determined that Whitney Park was the best-suited potential site, given its dedicated funding source and existing infrastructure, including surrounding bike trails and connection to storm drains. The City Council then recommended that staff prepare a request for proposals for design services.
On April 11, 2022, the City released a request for proposals (RFP) to obtain design services for the Whitney Park pump track project. The RFP is attached as Exhibit 1. The City received one qualified response from American Ramp Company, which was evaluated on factors set forth in the RFP.
American Ramp Company was also interviewed by a selection committee consisting of the City Manager, the Parks and Recreation Director, Parks and Recreation Manager, Administrative Analyst and the Parks, Recreation and Arts Commission’s Whitney Park Phase II subcommittee members. Staff ultimately determined that American Ramp Company’s proposal was sufficient and began negotiations. Staff recommends that the Whitney Park Phase II pump track design contract be awarded to American Ramp Company in an amount not to exceed $67,300.
Per the schedule of performance provided by American Ramp Company, it is anticipated the design process will take approximately 4 months. A detailed scope of services is provided as Exhibit A to the contract and the schedule of performance is provided as Exhibit B to the contract.
