Title 2 of the California Code of Regulations, section 570.5 requires the City's salary schedules to be adopted at a public meeting.
The term of the current Memorandum of Understanding (MOU) between the City of Rocklin (City) and Rocklin Firefighter’s Union Local 3847 (RFU), ends on June 30, 2022.
Pursuant to the Meyers-Milias-Brown Act (California Government Code section 3500, et seq.), representatives of RFU and the City have met and conferred in good faith regarding wages, hours, and other terms and conditions of employment of employees in the bargaining unit. The City and RFU jointly prepared a successor MOU, for the term of July 1, 2022 through June 30, 2025, reflecting mutually agreed upon revisions to certain terms and conditions. Subject to the provisions in the MOU, those revised terms and conditions with a City cost impact are summarized below, along with the estimated annual cost.
1. Effective July 2, 2022, the City will increase base wages for all classifications in this unit by 4.0%. Estimated cost: $275,485.
2. Effective the first full pay period of July 2023, the City will increase base wages for all classifications in this unit by 3.0%. Estimated cost: $220,873.
3. Effective the first full pay period of July 2024, the City will increase base wages for all classifications in this unit by 2.0%.
Estimated cost: $154,534.
4. Effective July 2, 2022, the City will adopt a 10-step salary schedule with 3.5% between each step.
Estimated cost: $69,100.
5. Effective July 2, 2022, the City will increase the education incentive (Associate of Arts or 60 units, Bachelors, or Master’s degree) by $200 for each education incentive.
Estimated annual cost: $116,400.
6. Effective July 29, 2022, the City will discontinue the additional life insurance payment of $24 per month, and effective August 1, 2022, the City will increase the City-provided life insurance coverage to $50,000.
Estimated annual cost savings is $2,294.
Other updated Terms and Conditions that have little or unknown direct cost impact include, but are not limited to:
· Removal of existing American with Disabilities Act provision because it is governed by federal and state statutes, regulations, and caselaw, which are subject to enforcement under federal and state law.
· Removal of existing Family Care and Medical and Maternity Leave provision because it is governed by federal and state statutes, regulations, and caselaw, which are subject to enforcement under federal and state law.
· Removal of existing Maternity Leave provision because it is governed by federal and state statutes, regulations, and caselaw, which are subject to enforcement under federal and state law.
· Removal of existing Longevity wording.
· Removal of Wildland Fire footwear as part of the Uniform allowance.
· Incorporating previously-approved side letters.
· Modification of wording regarding health benefits, probationary periods, performance evaluations, out of class pay, uniform allowance, safety equipment, and union rights.
