Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the SWRA East Pathway Phase II Project to Consolidated Engineering, Inc. and Authorizing the City Manager to Execute the Agreement.

BACKGROUND:

The SWRA East Pathway Phase II Project was included in the Fiscal Years (FY) 2023-2027 Capital Investment Plan (CIP) and the FY 2022/23 Operating Budget approved by the City Council on June 28, 2022. This project consists of the removal of existing dirt and broken asphalt pathways and re-paving approximately 5,500 lineal feet of nature walking trails with accessibility upgrades at the Sunset Whitney Recreation Area.

 

The invitation for bids for the SWRA East Pathway Project was advertised on June 18, 2022, and June 25, 2022, with the bid opening on July 13, 2022.  Five (5) bids were received, as listed below, with Consolidated Engineering, Inc. submitting the lowest bid in the Amount of $720,722.

Staff has reviewed the bids for sufficiency and recommends that the City Council award the bid to Consolidated Engineering, Inc. in the amount of $720,722. Rocklin Municipal Code (RMC) Section 3.04.050 authorizes a contingency amount of fifteen percent of the contract ($108,108) for a total authorized Project amount of $828,830.

Environmental Analysis:

The City of Rocklin’s Environmental Coordinator has reviewed the proposed project and determined that it is categorically exempt from review under the California Environmental Quality Act pursuant to Section 15301 - Existing Facilities and Section 15302 - Replacement or Reconstruction.

Fiscal Impact:

The original project budget was $546,300. Given the new project cost of $828,830, an additional budget of $282,530 is needed to award the contract and cover the 15 percent contingency amount required by RMC Section 3.04.050. Staff recommends redirecting savings from the Argonaut Culvert Replacement Project, which is a component of the SWRA improvements, in the amount of $266,000, to support the SWRA East Pathway Phase II project. The required budget amendment will be made as part of the FY 2022/23 quarterly financial report, provided that said transfer is approved by the City Council. With the recommended budget amendments, sufficient funds will be available to award the contract.
