On Tuesday, June 28, 2022, staff received a call regarding a sinkhole approximately 2 feet x 2 feet opening up on Springview Drive. After further investigation, staff found that an adjacent drain pipe was incapacitated causing water to improperly drain, thus creating a void in two locations along Springview Drive. One void was approximately 3 feet wide by 3 feet long and 4 feet in depth and the second void was approximately 4 feet wide by 8 feet long and 1 ½ feet in depth in the road. It was determined that this was a result of a failure in the City’s 6 inch Corrugated Metal Pipe Storm Drain, allowing water run off to follow multiple utility trenches. The run off eroded the area under the utility trenches which created the voids below the pavement.
The immediate concern was further erosion and collapse of the road. Public Services personnel determined that emergency action needed to be taken to ensure the safety of the homeowners and area traffic; staff cordoned off the affected area, until the needed repairs could be made.
Due to the nature of the incident, the City Manager, using her authority under Rocklin Municipal Code section 3.04.50, determined pursuant to California Public Contracts Code section 22050, that an emergency existed requiring the immediate expenditure of public money to safeguard life, health, property, or essential public services, and authorized the repairs to be made on an emergency basis, without competitive bidding.
Initially, SAK Construction, LLC, was contacted to inspect, clean, and line the affected pipe; however once the pipe was inspected it was determined that it would need to be completely replaced (this will be done through the formal bid process). Staff then turned their attention to the voids and the repair work needed to close them up and make them safe. Glissman Excavating, Inc. was retained to repair all voids staff was aware of in order to fully reopen the road.
The cost of the work performed by SAK Construction, LLC, was $19,870.85. The cost of repairs performed by Glissman Excavating, Inc., was $14,604.60.
