Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving Changes to the Salary Ranges for the Deputy Fire Chief and Police Captain Classifications, and Adopting Revised Management Salary Schedules.

BACKGROUND:

California Code of Regulations require the City's salary schedules to be adopted at a public meeting. 

 

Human Resources (HR) staff has conducted a compaction analysis on the highest-level subordinate classifications directly below the Deputy Fire Chief and Police Captain classifications. The analysis included a comparison of the base salary and take-home salary percentage differentials. The analysis concluded that although the Deputy Fire Chief and Police Captains have a higher salary than their highest-level subordinate classifications, the salaries are in fact compacted. Meaning, despite the difference in duties and responsibilities, there is little difference in salary between the classifications. Based on the results of the compaction analysis, staff recommends the following:

 

Deputy Fire Chief:

·         The salary range for the Deputy Fire Chief be increased from management salary range 30 ($132,490- $182,639 annually) to new management salary range 31 ($135,80- $187,205 annually), effective September 24, 2022.

Police Captain:

·         The salary range for the Police Captain be increased from management salary range 33 ($142,677- $196,682 annually) to new management salary range 35 ($149,900- $206,639 annually) effective September 24, 2022.

Environmental Analysis:

N/A

Fiscal Impact:

The impact of the Police Captain classification changing from Range 33 to Range 35 would be an approximate cost of $32,200. The impact of the Deputy Fire Chief classification changing from Range 30 to Range 31 would be an approximate cost of $14,400.
