On June 28, 2022, the City Council approved the Fiscal Year (FY) 2022/23 Operating Budget and the 2023-2027 Capital Investment Plan (CIP). Included in the CIP was the “Storm Water Replacement Projects” project, which replaces corrugated metal storm drain pipe (CMP) in various locations throughout the City that has failed or is in jeopardy of failing. It has become necessary to replace the existing CMP as it has outlived its life cycle and is deteriorating to a point that it risks or has experienced a critical failure.
Replacement occurs through the lining of existing storm drain pipes, a specialized process. Staff has identified SAK Construction, LLC, a local vendor in Rocklin, who performs this type of pipe sleeving/repair. In addition, SAK Construction LLC is the low bid contractor with Region 4 Educational Service Center/OMNIA Partner, Public Sector, which is a group purchasing organization open to public agencies of which the City is a member. Region 4 Educational Service Center/OMNIA Partner, Public Sector, has already completed the formal process to identify the lowest bid contractors in various services which allows the City to utilize the contract and move quickly to secure SAK Construction, LLC, services. The Rocklin Municipal Code allows for this type of cooperative or “piggyback purchasing” to satisfy the competitive bid process requirements (RMC section 3.04.090 (C)(D)).
The proposed contract with SAK Construction, LLC will install cured in place pipes of varying sizes and provide related products and services. The contract amount of $632,500 will be funded by the SB325 Gas Tax (fund 210). This is an annual contract and is awarded for an initial twelve (12) month period. It is renewable on a year-to-year basis for two (2) additional one-year terms at the City’s option. Once the contract is implemented staff will issue work orders on a per job basis throughout the year.
