A. Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the Northwest Rocklin Sewer Annexation Construction Project to LaFleur Excavating, Inc.

B. Adopt a Resolution of the City Council of the City of Rocklin Approving a $1,098,000 Inter-fund Loan from the General Fund to the Whitney Ranch Trunk Sewer Fees Fund and Approving Related Budget Adjustments

BACKGROUND:

In 2002, the City of Rocklin (City) annexed the Northwest Rocklin Annexation Area into the City and as part of this annexation determined that the sewer trunk line would need to be upsized in the future to accommodate growth in the area. In 2013 the City, in coordination with South Placer Municipal Utility District (SPMUD) and developers, approved a Development Impact Fee to provide a financing mechanism to fund sewer trunk line upsizing required for further development in the Northwest Rocklin Annexation Area (Resolution No. 2013-200). A location map is included as Exhibit 1.

 

SPMUD identified the limitations of the existing sewer infrastructure in the Northwest Rocklin Annexation Area and established a trigger point that would necessitate upsizing the sewer line to meet the future needs of the area. The trigger point was determined by the number of equivalent dwelling units (EDUs) versus the size of the sewer line and with the continued development of the area the trigger point has been reached. The City is working with SPMUD to move forward with the sewer upsizing to meet the current and future needs of the area.  

 

The bid for Northwest Rocklin Sewer Annexation Construction was advertised on July 29, 2022, and August 5, 2022, with the bid opening Thursday, August 25, 2022. Two (2) bids were received from the following contractors (see Exhibit 2 for the bid sheet).

Staff has reviewed the bids for sufficiency, agreed they were responsive, and determined LaFleur Excavating, Inc. submitted the lowest responsible bid. Staff recommends that the City Council award the contract to LaFleur Excavating, Inc. and establish the City Manager’s change order authority at fifteen percent (15%) of the contract $190,905 (rounded), as provided by the Rocklin Municipal Code.

 

The amount for this project including fifteen percent (15%) change order authority brings the total cost to $1,463,603 (rounded).

 

The total estimated project cost is $1.75 million. This consists of the construction management/administration, design, and construction costs. To date, approximately $652,100 is available in the Whitney Ranch Trunk Sewer Fees Fund (306), requiring additional funding in the amount of $1.1 million to complete the project. Staff recommends that a $1,098,000 inter-fund loan be approved from the General Fund to the Whitney Ranch Trunk Sewer Fees Fund (306). These resources will be used to provide the funding necessary to fund the Northwest Rocklin Sewer Annexation Construction Project and will be repaid over time with interest as development impact fees are collected from the remainder of development.

 

A separate resolution (Resolution B) is attached for consideration by the City Council to declare the intent to reimburse the City for project expenditures from the Whitney Ranch Trunk Sewer Fund (306) to provide additional funding options for the City.

 

Note that a separate item on the September 13, 2022 City Council meeting agenda recommends the City Council adopt a reimbursement resolution in the event the City desires to use bond proceeds to repay the inter-fund loan.

Environmental Analysis:

An Environmental Impact Report (EIR) was certified for the Northwest Rocklin Annexation (Sunset Ranchos) project by the Rocklin City Council in 2002 through Resolution No. 2002-230. The EIR included an analysis of the upsize of the SPMUD sewer line and that project does not result in any environmental impacts beyond those that were previously identified and therefore, the upsize of the SPMUD sewer line project can rely on the previously certified EIR.

Fiscal Impact:

The total estimated project cost is $1.75 million. This consists of the construction management/administration, design, and construction costs.

 

Approximately $652,100 is available in the Whitney Ranch Trunk Sewer Fees Fund (306), requiring additional funding in the amount of $1.1 million to complete the project.
