Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Execute Change Order No. 1 to the Construction Agreement with C&J General Engineering Inc. for the Argonaut Culvert Replacement Project and Increase the City Manager's Contingency Change Order Authority.

BACKGROUND:

On June 28, 2022, the City Council approved Resolution No. 2022-140 awarding a contract to C&J General Engineering, Inc. for the Argonaut Culvert Replacement Project. The Project consists of removing and replacing the failed 36 inch pipe with two (2) 24 inch pipes, restoring the headwall and endwall, and repairing the pedestrian pathway pavement at the South Whitney Recreation Area (SWRA) Argonaut undercrossing.

 

This project began on Monday, August 29, 2022. During demolition several failed sections of a previously unidentified 12 inch Corrugated Metal Pipe (CMP) were uncovered. In order to complete this project, the pipe must be replaced to prevent further erosion in the area, prevent future road closures, and minimize future replacement costs. The additional cost of the pipe replacement is $51,927 ($52,000 rounded).

 

The approved contract amount of $375,590 plus the fifteen percent contingency amount allowed for public works projects under Rocklin Municipal Code section 3.04.050, $56,490 (rounded) brings the total project amount to $433,080. The pipe replacement cost of $52,000 would deplete the current project contingency amount leaving little room for any additional costs due to unforeseen issues that may arise during construction. For this reason, staff recommends that the City Council approve Change Order No. 1 for this work, and that it not be included in the City Manager’s contingency change order authority for this project.

 

Additionally, as the pipe has been uncovered, an increase in the amount of unsuitable soils has been discovered and the full extent of repair is not clear at this time. Due to these site conditions, staff is requesting an increase in the City Manager's contingency change order authority from fifteen percent of the original contract amount $56,490 (rounded) to $100,000. This will allow the contingency amount to cover additional changes that may become necessary.

 

Approving Change Order No. 1 for $52,000 and increasing the contingency amount to $100,000 will increase the project cost from $433,080 (rounded) to $527,590 (rounded). The additional costs will be funded from the Stormwater Pipe Replacement Program in the SB325 - Sales Tax Fund (210). 

Fiscal Impact:

Sufficient funds are available in the Stormwater Pipe Replacement Program in the SB325 - Sales Tax Fund (210).
