| | | | | | | | | BACKGROUND: | The Transportation Development Act of 1971 was enacted to provide a stable source of funding for state transit needs. The Act is administered by the California Department of Transportation (Caltrans) through various designated county Regional Transportation Planning Agencies (RPTA) within the State. The Placer County Transportation Planning Agency (PCTPA) is the RTPA for Placer County. The Transportation Development Act provides two major funding sources for public transportation: Local Transportation Funds (LTF) and State Transit Assistance (STA). LTF funds are derived from ¼ cent of each retail sales tax dollar collected within Placer County’s boundaries and then allocated based upon population. The STA funds are derived from a statewide excise tax on gasoline and sales tax on diesel fuel then allocated to transit operators and providers. PCTPA is also required to set aside a percentage of LTF before allocations for Bicycle and Pedestrian path uses. The City of Rocklin is eligible to receive funding from all LTF and STA revenue sources.
Each year PCTPA allocates the LTF and STA funding to agencies within its jurisdiction. The allocations for Fiscal Year (FY) 2022/23 are attached to this staff report. The City submits annual claim forms to request the amount allocated to Rocklin and to describe the programs and projects that will benefit from the funds received, as indicated in the claims attached as Exhibit A to the Resolution.
City staff has prepared the claim forms for FY 2022/23 and recommends approval for the City Manager to submit these claims to PCTPA for the Transportation Development Funds.
Findings & Conclusions
The total City transportation development funds claim is comprised of the following:
Local Transportation Fund (LTF) for:
• Street and Road Purposes $5,545,874
• Transportation Planning $18,750
• Contracted Transit Services $21,863
Total LTF Claim $5,586,487
Total State Transit Assistance (STA) Fund Claim $666,719
Total Bicycle and Pedestrian Fund Claim $70,000
Total Claim Amount: $6,323,206

These funds will be used for:
• Streets and Roads - $5,545,874;
• Contracted Transit Services - $688,582 (LTF-$21,863; STA-$666,719);
• Transportation Planning - $18,750;
• Bicycle Pedestrian Paths- $70,000. |
