The Police Department Men’s Locker Room Shower Refurbishment project was included in the 2022/23-2027/28 Capital Investment Plan and the Fiscal Year (FY) 2022/23 Operating Budget, which were both approved by the City Council on June 28, 2022. This project consists of removing and replacing the floor and wall tile in the men’s shower area located at the City of Rocklin Police Department located at 4090 Rocklin Road (see Exhibit 1 for a location map).
The bid for the Police Department Men’s Locker Room Shower Refurbishment project was advertised on September 23, 2022, and September 30, 2022 with the bid opening Wednesday, October 19, 2022. No bids were received; therefore, pursuant to California Public Contract Code section 20166, the city may proceed with the project without further competitive bidding processes.
Staff contacted two companies that have previously completed projects for the City and whose job performance was deemed excellent, PBM Construction, Inc. and M.W. Swan Construction, Inc. Both companies were provided the original bid materials, and they provided the proposals listed below:

Staff has reviewed the proposals for sufficiency, determined they were responsive and determined PBM Construction, Inc. submitted the lowest responsible proposal. Staff recommends that the City Council award the contract to PBM Construction , Inc. Pursuant to RMC 3.04.050, the City Manager’s change order authority is authorized at fifteen (15) percent of the contract $14,965 (rounded). The amount for this project including Fifteen (15) per cent change order authority brings the total cost to $114,734 (rounded).
