Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Quarterly Financial Report for the Quarter Ended September 30, 2022 And Amending the Fiscal Year 2022/23 Budget.

BACKGROUND:

The quarterly financial report provides an overview of the City of Rocklin’s current financial position. The City departments and the Finance division evaluate budget-to-actual performance for fiscal soundness or potential issues requiring immediate actions, recommend any necessary mitigating plan, if needed, and to make operational changes as required. The Quarterly Financial Report for the quarter ended September 30, 2022 is included as Exhibit A to the Resolution.

 

As part of this review, staff has identified an operational change. The Community Development Department (CDD) recommends adding a Building Inspector I/II (1.0 FTE) position, and deleting a vacant Building Division Supervisor (1.0 FTE) position. The Building Inspector I/II will perform field inspections of new and existing commercial, industrial, and residential properties for conformance to codes, regulations, plans, specifications, and standards. In early November, Human Resources staff worked with the Department to underfill the vacant Building Division Supervisor position with a Building Inspector I/II to address the operational requirements and respond to the needs of the community. Any anticipated one-time salary savings resulting from this change will be retained and support inspection operations.

 

Additionally, the budget amendments previously approved by the City Council since the Fiscal Year (FY) 2022/23 budget adoption are reflected in Exhibit B to the Resolution.

Fiscal Impact:

Sufficient funds are available in their respective funds in the FY 2022/23 Operating Budget to support the staff recommendation.
