Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the Springview Area Road Resurfacing (Cape Seal) to American Pavement Systems, Inc. and Authorizing the City Manager to Execute an Agreement with American Pavement Systems, Inc. 
BACKGROUND:

The Springview Area Road Resurfacing (Cape Seal) project was included in the 2022/23-2027/28 Capital Improvement Plan and the Fiscal Year (FY) 2022/23 Operating Budget adopted by the City Council on June 28, 2022.  This project consists of resurfacing various roadways in the Springview area (see Exhibit 1 for a location map) with a rubberized cape seal treatment which will extend their useful life in a cost-effective manner.    

 

The bid for the project was advertised on October 7, 2022, and October 14, 2022, with the bid opening Friday, November 4, 2022. Two (2) bids were received from the following (Exhibit 2).

Staff has reviewed the bids for sufficiency, determined they were responsive, and determined American Pavement Systems, Inc. submitted the lowest responsible bid. Staff recommends that the City Council award the contract to American Pavement Systems, Inc. Pursuant to the Rocklin Municipal Code section 3.04.050, the City Manager has change order authority of fifteen (15) percent of the contract amount $64,668 (rounded). The amount for this project including fifteen (15) percent change order authority brings the total cost to $495,787 (rounded).

 

This project is funded out of funds 201 (Gas Tax) and 210 (SB325 Sales Tax). 

Environmental Analysis:

The City of Rocklin’s Environmental Coordinator has reviewed Springview Area Road Resurfacing (Cape Seal) project and determined that it falls under the previously approved Notice of Exemption, Resolution No. 2019-236, and is exempt from review under the California Environmental Quality Act (CEQA) pursuant to California Code of Regulations Section 15301 & 15302.

Fiscal Impact:

The contract cost of $495,787 is included in the Fiscal Year 2022/23 Operating Budget, and here is no fiscal impact to the General Fund.
