Adopt a Resolution of the City Council of the City of Rocklin Amending Solid Waste Collection Service Rates Within the Incorporated Limits of the City of Rocklin.

BACKGROUND:

Western Placer Waste Management Authority (WPWMA) is a regional joint powers authority established in 1978 to maintain a sanitary landfill and all related improvements. Periodically the WPWMA Board reviews the current and future financial needs and adjusts the rates accordingly. On July 21, 2022, the WPWMA Board approved an increase to the tipping fees in order to meet the ongoing operational cost obligations and future financial needs. Effective January 1, 2023, WPWMA will increase the tipping fees by 8.52%. These tipping fees are passed along to customers as part of the monthly bill received through the local hauler, Recology Auburn Placer (Recology), pursuant to the City's Franchise Agreement with Recology.

 

Recology is requesting a rate adjustment that consists of the pass through of the Landfill Rate (tipping fee) increase of approximately 8.52% that will result in an average increase to the customer of 4.24%. There is no proposed Cost of Living Adjustment at this time.

 

A Public Hearing has been scheduled for Tuesday, December 13, 2022, to allow an opportunity for owners of property and customers served by Recology to appear and protest the proposed increase in fees.  Written notice of the proposed rates and public hearing was provided by Recology to its customers at least 45 days prior to the date for hearing, as required by law. As of the publishing of this staff report, the City has received no written protests.

Recology continues to perform their obligations in an exemplary manner.  They are responsive to citizen concerns and requests from the City.  Beyond the normal weekly service, Rocklin residents also receive green waste pickup, street sweeping, curbside e-waste recycling, spring cleanup, cardboard recycling and dead (large) animal pickup. The rates were last adjusted via Resolution No. 2022-150, adopted June 28, 2022, with rates effective July 1, 2022. If adopted, the new rates would be effective January 1, 2023.

Fiscal Impact:

This will impact the average end user up to 8.52% for the landfill rate increase on their current monthly service bill.
