Adopt a Resolution of the City Council Authorizing the City Manager to Execute an Amendment to the Parks Mow Services Agreement with Dominguez Landscape Services.

On February 11, 2020, City Council adopted Resolution No. 2020-27, approving and authorizing the City Manager to execute an Agreement for the City of Rocklin Park Mow Services with Dominguez Landscape Services, Inc., in the total amount of $1,960,523.00 for the period of March 1, 2020 through December 31, 2022. The current three-year term for the agreement is set to expire on December 31, 2022.

In preparation for the current Park Mow Services Agreement expiration, staff issued an invitation for bids for Parks Mow and Landscape Services for the period of January 1, 2023 through December 31, 2025. The invitation for bids was advertised on October 21, 2022, and October 28, 2022, with the bid opening on November 15, 2022. Two (2) bids were received, as listed below, with BrightView Landscape Services, Inc. submitting the lowest bid in the amount of $3,718,818.

Due to the rising costs of these contracted services and the lack of budgeted funds, the City has rejected all bids received.

After the City rejected bids for the Parks Mow and Landscape Services, staff was able to negotiate an extension to the current Park Mow Services Agreement with Dominguez Landscape and bring the total annual cost down to an amount that can be covered by the Department's current operating budget. This extension will allow staff additional time to research future mow services options and costs, while maintaining the City’s current level of service. Key terms of the contract extension are highlighted below:

• 12 Month Extension (January 1, 2023 – December 31, 2023)
• Annual Cost of $1,000,000
• Fertilization four (4) times per year
• 30-Day Notice of Termination by either party

Staff recommends the City Council approve an Amendment to the current Parks Mow Services Agreement with Dominguez Landscape Services, Inc., as shown in Exhibit A to the Resolution.

The Parks Mow and Landscape Services contract extension is for the period January 1, 2023 through December 31, 2023, with an estimated cost to exceed the Fiscal Year (FY) 2022/23 budgeted amount by $100,000 through June 30, 2023. No additional funds are required for FY 2022/23 as the cost can be absorbed by redirecting anticipated savings from completed park projects and operations. The increase in service cost for FY 2023/24 will be addressed during the next budget cycle.
