| | | | | | | | | BACKGROUND: | On December 6, 2022, the City Council considered the proposed General Development Plan Amendments, General Development Plan, Rezone, and Development Agreement as part of a review of the full College Park project, which also included an Environmental Impact Report (ENV2022-0001), General Plan Amendment (GPA2017-0001), Tentative Parcel Map (DL2019-0002), Tentative Parcel Map (DL2019-0003), Tentative Subdivision Map Large Lot (SD2019-0001), Tentative Subdivision Map (SD2017-0001), Tentative Subdivision Map (SD2019-0002), Tree Preservation Permit (TRE2017-0001), Design Review (DR2019-0004), Design Review (DR2019-0005), Design Review (DR2019-0006), Design Review (DR2019-0007), and Design Review (DR2022-0014).
Following a public hearing and City Council deliberations, the City Council voted 5-0 to certify the Final Environmental Impact Report, adopt Findings of Fact and a Statement of Overriding Considerations, and adopt a Mitigation, Monitoring and Reporting Program; adopt a General Plan Amendment; adopt (two) Tentative Parcel Maps for the College Park North and South Villages; approve (three) Tentative Subdivision Maps for the College Park North and South Villages with related Oak Tree Preservation Permits; and adopt four Design Reviews for the College Park project.
The Council also voted 5-0 to introduce, waive the full reading and read by title only, the following:
- Ordinance of the City Council of the City of Rocklin amending the Sierra College General Development Plan.
- Ordinance of the City Council of the City of Rocklin amending the Rocklin Road East of I-80 General Development Plan.
- Ordinance of the City Council of the City of Rocklin adopting the College Park General Development Plan and rezoning the College Park North Village from Planned Development Community College (PD-CC) to Planned Development Commercial (PD-C), Planned Development 8.4 (PD-8.4), Planned Development 15.4 (PD-15.4), Planned Development 15.5+ (PD-15.5+), Planned Development Park (PD-P), and Planned Development Open Area (PD-OA), and rezoning the College Park South Village from Planned Development Commercial (PD-C), Open Area (OA), Park (P), and Residential Single Family 10,000 s.f. Minimum Lot (R1-10) to Planned Development Business Professional/Commercial (PD-BP/C), Planned Development 15.5+ (PD-15.5+), Planned Development 8.4 (PD-8.4), Planned Development Open Area (PD-OA), and Planned Development Park (PD-P).
- Ordinance of the City Council of the City of Rocklin approving a Development Agreement by and between the City of Rocklin and the Sierra Joint Community College District, Evergreen Sierra East LLC, Cresleigh Homes Corporation, and USA Properties, Inc., relative to the development known as the College Park project.
When approving the development agreement, the City Council made the following revisions, which were incorporated into the Agreement:
4.6. Meet and Confer Regarding the General Plan Designation for Parcel B-2: City and Developer or Developers who own Parcel B-2 shall meet and confer in good faith, prior to the approval of improvement plans for College Park to determine whether City and the owner of Parcel B-2 can amend the high density residential general plan designation to another more flexible use for the Parcel B-2 area.
4.5.2(D): Fees to Improve Monte Verde Park: Fees collected pursuant to Rocklin Municipal Code Chapter 3.16, Article VI, or its successor statute, from the development of Parcel C-1 shall be used to improve the park and/or recreational facilities associated with Monte Verde Park.
It should be noted that any modifications to existing entitlements will require compliance with CEQA.

Having been introduced on December 6, 2022, the ordinances are now presented to the City Council for adoption.
Project Site Location
The 72.5-acre North Village site is located at the northeast corner of Rocklin Road and Sierra College Boulevard and consists of APNs 045-150-011, -048, -052 and -060 (formerly -023). The 35.8-acre South Village site is located at the southeast corner of Rocklin Road and El Don Drive and consists of APNs 045-131-001 and -003. The sites are located one quarter mile apart along the Rocklin Road corridor.
